Islamabad—A total of 8,648 human rights violation incidents have been recorded in the country by the Ministry of Law, Justice and Human Rights from January, 2012 to September, 15, 2013, says a document of the Ministry, placed in Parliament House. According to the document, a total of 239 human rights violations have been recorded in Islamabad, 1,599 in Punjab, 3,768 in Sindh, 1,552 in Khyber Pakhtunkhaw and 1,490 in Balochistan during the last 20 months and fifteen days (Jan 2012 to Sep 15, 2013).

The nature of these violations includes Acid Burning, Burning, Domestic Violence, Karo Kari/ Honour Killing, Kidnapping, Minority Issues, Missing Persons, Police/Prison related issues, Rape/Gang Rape, Sectarian Violence, Target Killing, Sexual Assault/ Harassment, Violence against Children & Women. A total of 90 incidents of acid burning, 72 incidents of Burning, 481 incidents of domestic violence, 860 incidents of karo kari/ honour killings, 1,564 incidents of kidnapping, 20 minority related issues, 141 missing persons, 1,233 police related violations, 112 prison related violations, 344 rape/gang rape, 260 sectarian violence/target killings, 268 sexual assault harassment, 493 violence against children, 535 violence against women and 2,175 miscellaneous violence incidents have been reported in the country from January, 1 to September, 15, 2013.

According to the document, five offices of the Ministry are functioning in Lahore, Karachi, Peshawar, Quetta and Islamabad with the mandate to record the human rights violations and coordinate with the stakeholders to safeguard the human rights in their respective areas. Giving breakup of 90 acid burning recorded cases, the document says, three such cases had been recorded in Islamabad in 2013, in Punjab 53 cases had been reported in 2012 and 7 in 2013, in Sindh, 15 such cases in 2012 and 3 in 2013. In Khyber Pakhtunkhaw, 2 in 2012 and 6 in 2013 and in Balochistan only 1 case of acid burning had been reported in 2012.

Out of a total of 72 across country cases of burning, three have been reported in Islamabad in 2013. In Punjab 29 burning cases had been reported in 2012 and 7 in 2013, In Sindh 13 cases had been reported in 2012 and 14 in 2013. In Khyber Pakhtunkhaw, only 6 burning cases have been reported in 2013. 481 across country domestic violence cases recorded in the country from January 2012 and September, 15, 2013, 7 had been reported in Islamabad in 2012. In Punjab 78 cases of domestic violence had been recorded in 2012, in Sindh 113 domestic violence cases had been reported in 2012 and 41 in 2013, in Khyber Pakhtunkhaw 55 cases in 2012 and 187 in 2013, no domestic violence case has been recorded in Balochistan from Jan 2012 to Sep 2013.

Out of 860 cases of karo/kari honour killing cases in the country from Jan 2012 to Sep 15, 2013, only two have been recorded in federal capital during the current year. In Punjab 71 cases occurred in 2012 and 26 in 2013, In Sindh 391 and 276 violations in 2012 and upto Sep 2013 respectively.

In KPK 15 violations in 2012 and 29 in 2013 and 37 Karo kari and honour killing incidents recorded in Balochistan in 2012 and 13 (incidents) from Jan to Sep 15, 2013 respectively. From a whooping 1,564 kidnapping incidents, two had been occurred in Islamabad in 2012 and three in 2013. In Punjab 179 in 2012 and 51 in 2013, In Sindh 437 kidnappings in 2012 and 294 from Jan to Sep, 15, 2013, In KPK 61 and 242 and in Balochdistan 224 incidents of kidnapping reported in 2012 and 71 in 2013.

Out of 20 minority related violations, two recorded in Islamabad in 2012 and four in 2013, three and one in Punjab, two in Sindh, two and four violations respectively in KP and two violations had been recorded in Balochistan in 2012 and 2013 respectively. Out of 141 missing persons, five such cases had been recorded in Islamabad in 2012, in Punjab 8 and 1 cases in 2012 and 2013 respectively, two cases had been reported from Sindh in 2012, in KPK 14 cases in 2012 and 64 in 2013, and three cases reported from Balochistan in 2012 and 44 in 2013.
